Position Overview

As part of our Growth strategy, the Proman Portugal office is currently strengthening its team by looking for an HSE/LOTO Officer to support our current global projects. Committed to decarbonization, our growth aims to deliver large-scale, low-carbon industrial projects. 

Candidate will be integrated into the EPC Team as part of Proman E&C division in Portugal. Work will be provided in Sweden. 

Responsibilities

  • Implement, manage and enforce Health, Safety & Environment (HSE) requirements with a strong focus on Permit to Work (PTW) and Lockout/Tagout (LOTO) systems during the construction and commissioning of industrial plant projects.

  • Ensure safe isolation, controlled work execution, and strict compliance with site safety procedures, particularly during high-risk activities and system energization phases.

  • Support the HSE Coordinator and Site Manager within the scope of the objectives defined by the QSE Depart for each project.

  • Conduct regular safety inspections, audits, toolbox and walk-downs including to and with the Suppliers / Vendors / Subcontractors.

  • Identify hazards, unsafe acts/conditions, ensure corrective actions are implemented and ensure compliance with local regulations, project specifications, and international safety standards.

  • Coordinate permit activities across multiple contractors and disciplines to avoid conflicts and monitor compliance with PTW requirements through regular site inspections and audits.

  • Develop and implement Lockout/Tagout (LOTO) procedures for construction and commissioning activities. Aligning all stakeholders and preventing fragmented or contractor‑specific parallel systems.

Qualifications & Experience

  • Bachelor’s degree in health, safety and environment (HSE) or mechanical/industrial engineering with additional degree in HSE, or a related field.

  • Minimum 8 years’ experience in works for industrial projects, specific experience in petrochemical projects being highly valued.

  • Nebosh International General Certificate (IGC) in Occupational Health and Safety training, ISO 45001:2018 and 14001:2015 training, Auditor training (ISO 19011) and First Aid/CPR.

  • Previous experience as PTW and LOTO officer in construction projects is strongly preferred.
